The official said after the nine meetings, “consensus” has emerged among the key players, which “will make it easier to implement.”

Buluan vice mayor Esmael “Toto” Mangudadatu told ABS-CBN News that his wife, Jenalyn, and some relatives were on their way to file a certificate of candidacy on his behalf when the group of unidentified men forcibly took them.

Marca newspaper said on Thursday that Calderon’s staff has urged the 57-year-old lawyer to step down following revelations that his aides allowed up to 200 nonmembers into a Dec. 7 assembly, where Calderon saw his budget — in effect a vote of confidence — pass by only 47 votes.
Calderon, who fired two close aides on Wednesday, denied any knowledge of the scandal and insisted he would not resign since he had no direct relations with any of the fraudulent members, despite pictures published on Thursday showing that he and his family are friends with several of the identified ones.

Election workers tallied the results as government forces patrolled the streets in combat gear, but early returns indicated that no single party won enough seats to control the new state government, a local election officer said on condition of anonymity because he was not authorized to speak to the media.

The creation of the new state government marks the end of nearly six months of federal rule in India’s only Muslim-majority state.

Separatists had urged residents to protest and boycott the vote, saying the election would only strengthen India’s hold on the Himalayan region. Anti-India sentiment runs deep in Kashmir, where most people favor either independence or a merger with Pakistan. Kashmir is divided between India and Pakistan and claimed by both.
